Director of Education Selection Process
The Board of Trustees is in the process of selecting a new Director of Education. 
 
Information about how you can provide input, the progress of the process and next steps are outlined below.

Your input is an important part of the selection process. 
 
Staff and community members are invited to provide input on:
  • the leadership needs of the system,
  • key challenges and opportunities of the role, and
  • indicators of success for the successful candidate’s performance in their first year in the role.
This information is being used to develop a candidate profile, the mandate for the role, a job description and posting, as well as contribute to the themes for the screening and selection criteria.
 
Input will continue to be collected throughout the process through the continued submission of surveys and further conversations with the executive search consultants.  If you have information to share after October 1, 2017, please reach out to one of the representatives from Phelpsgroup.
 
Members of the executive search team, led by Joan Green, include Jayson Phelps, Frank Markel and Heather Connelly. Team members have significant experience hiring senior leaders in school boards and other public sector organizations. The Phelpsgroup team has assisted more than 10 other school boards in identifying their senior executives in the last three years. The Board is confident in the knowledge, skills, experience and professionalism that Phelpsgroup brings to the process.

What have we done?

Since July 2017:
  • The Board of Trustees approved a new Director of Education Selection policy and procedure to support the effectiveness and success of the selection process for the Director.
  • The Board of Trustees established and approved membership on the Director of Education Selection Committee and Director of Education Selection Sub-Committee including trustee, staff and community representation.
  • The Director of Education Selection Committee selected executive search firm Phelpsgroup to support the search process, following a Request for Proposal process.
  • The Director of Education Selection Sub-Committee met and provided input into the survey, timelines and communication strategy on August 21, 2017.
  • The last week of August and first week of September, the following individuals or groups were directly invited to provide input through the survey or meetings with Phelpsgroup:
    • parents/guardians
    • trustees and student trustees
    • all staff members
    • school councils
    • identified community agencies, organizations, and ethnic and faith communities
    • community advisory committee members (Special Education Advisory Committee, Equity and Inclusivity Advisory Committee, Parent, Family and Community Engagement Advisory Committee)
    • union and federation representatives
    • local Members of Parliament, Members of Provincial Parliament and mayors
  • The survey was also shared with the broader community through the media and Twitter @YRDSB.
  • Membership on the Director of Education Selection Committee was updated to include all trustees at the September 5, 2017 Board Meeting.
  • Director of Education Selection Sub-Committee members received a confidential interim report on September 18, 2017 which included a summary of key themes emerging from almost 900 completed surveys and 54 group and/or individual meetings with all trustees, all members of senior team, all community advisory committees, community groups, principals, teachers, support staff, students and other members of the community who reached out to Phelpsgroup directly.
  • On September 26, 2017 the Board approved the job posting and opportunity brief for the position of Director of Education.  These documents include the candidate profile and job description, the mandate for the role and key success factors based on feedback received through the consultation conducted by Phelpsgroup. The opportunity brief also outlines the staged decision-making process that will be used by the Phelpsgroup and the Director of Education Selection Committee.
  • On September 28, 2018 the advertisement and opportunity brief for the position of Director of Education for the York Region District School Board were posted.
  • On October 23, 2017;
    • the Director of Education Selection Sub-Committee received an overview of training on bias-free and equitable hiring practices, an update on key themes and provided input on interview questions and evaluation criteria, and
    • the Director of Education Selection Committee received training on bias-free and equitable hiring practices.
  • Applications for the position of Director of Education were accepted by Phelpsgroup from September 28, 2017 to– October 27, 2017

What is next?

Throughout the fall:
  • Phelpsgroup will continue to collect insights into the competencies, characteristics and leadership commitments of suitable candidates; key success factors; and recommendations for potential candidates through the survey, meetings and conversations.
  • October-November - The Director of Education Selection Committee (all trustees) will work with the Phelpsgroup to:
    • Identify a short list from a long list of potential candidates presented by the Phelpsgroup using established evaluation criteria
    • Conduct initial, confidential interviews with shortlisted candidates
    • Determine the final few candidates with whom the Selection Committee wishes to proceed.
    • Conduct second, confidential interviews to determine the preferred candidate
    • Select one preferred candidate (two-thirds vote required) to move to the final stage of the process which includes references and background checks
    • Receive and consider a full reference report provided by the Phelpsgroup
    • Carry out all other responsibilities outlined in the Director of Education Selection policy and procedure with regard to the execution of the employment contract, communication regarding the appointment and onboarding of the successful candidate

Trustees anticipate the recruitment process to be completed by the end of November 2017, with a new Director of Education being announced following approval by the Minister of Education.
